But I believe that......(编辑认为文章存在的一些问题)Therefore, I regrettably have to reject your manuscript for publication. 然后又说，However, you may resubmit your manuscript again to Sensors and Actuators B as a new paper, if major technical revision is made through thorough examination of the referees' comments. 然后又给了我2个月的期限修改。最后附上两个审稿人以及编辑的意见。我总觉得这个编辑像是拒绝掉我的意思，我想知道当我修改完重新投的话，是不是按照new manuscript重新又开始审？
