只要政府资助，99%没戏，就算豁免了。估计黄花菜都凉了

2年限制，只限制申请H-1，L-1，green card签证。可以再次申请J1签证。 建议联系使馆问一下。如果楼主一直在美国。csc要延期，必须申请的。否则会算你延期回国的。

J-1 "visitors" (that is, J-1 students and scholars) who are what the INS calls "subject" to this requirement 212(e) must to return to their country of last legal residence for two years or obtain a waiver of this requirement before they are eligible for H-1B status (temporary employment), L-1 status (intracompany transfer), or Permanent Residence (a green card).
May apply to an American Embassy overseas for a visa to return to the US in another non-immigrant status, e.g. F-1 (student visa), another J-1 Exchange Visitor Visa, J-2 dependent status, B-1 (visitor for business) or B-2 (Visitor for pleasure).  Visa Issuing Officer at Embassy must determine visa eligibility.  NOTE: An application for a new nonimmigrant visa must be made outside the US; if it is made within the US it is considered a change of status request and will be denied unless a waiver of the residency requirement has been granted.

看了很多这方面的信息。
追问：
1，能否给出这个u说明的出处？
2，看到有人说CSC的跟美国大使馆有什么协议，因此大使馆一律不给签证，不知真假？

estrictions - When you, as an exchange visitor are subject to the two-year home-country physical presence requirement, you must return to your home country for a cumulative total period of at least two years before you can do any of the following:

    Change status while in the United Staes to the nonimmigrant categories of temporary worker (H) or intracompany transferee (L);
    Adjust status while in the United States to immigrant visa/lawful permanent resident status (LPR);
    Receive an immigrant visa at a U.S. Embassy or Consulate; or
    Receive a temporary worker (H), intracompany transferee (L), or fiancé (K) visa at a U.S. Embassy or Consulate.

你要继续深造，不受美国官方政策的影响。 Two Year Home-Country 是美国法律规定，The Immigration and Nationality Act (I.N.A.) 212(e).
担心楼主会受CSC影响，延期回国是大问题。

恩，迟早要回国服务的，只是我打算向csc申请延期回国。因为博士直接回国实在太难找到合适工作了，大部分单位都需要博后经历阿
