[交流] 博士后offer里关于税和保险的说明，求解释？

offer letter有这样一段描述，请问是什么意思？J1签证应该不交税吧，那也就是说我不能享受学校的福利了（比如，帮交保险）？
Due to your J- 1 status, your benefits eligibility is contingent on passing the substantial presence test and if
you are considered a resident for tax purposes after meeting with the University Payroll office.  In the  event
that you are not eligible for University benefits, you will be required to purchase insurance from an external
third party. During this time period, you will be reimbursed for actual premium expenses up to the following
maximums:  Postdoctoral  Research  Associate  only – up  to  $1,500;  Postdoctoral  Research  Associate  +  1
dependent – up to $2,500; and Postdoctoral Research Associate +  2 or more dependents – up to $3,000.

因为你是J1，要根据情况确定是否能享受学校福利，通过the substantial presence test(显著居留测试)并被认为University Payroll office(学校薪资科)认为是纳税公民。
如果不能享受学校福利，就要购买第三方医疗保险 ...

我是j-1，我的医疗和牙医都是学校付的。不包含工资
