我也来说说我的投稿经历吧，说不定有点意义

投了10多次，基本都被拒了，但是去年寒假回家前，却收到了"ACCEPTED"的邮件。前几天给我EMAIL寄了"proof"。不知道还有拒绝的可能不？我是第一作者。导师第二。一个SCI期刊。 投稿信如下： COVER LETTER Dear Editor: I am honored to write this letter to you. My name is ***, a doctor candidate studying in Beihang University, Beijing, China, Asia. A new manuscript titled " **********" was completed by *******. It is submitted to be considered for publication as a “Original Article" in your journal．Neither the entire paper nor any part of its content has been published or has been accepted elsewhere. It is not being submitted to any other journals． Owing to the complication of virtual instrument measurement process, the authors applied 《Guide to the expression of uncertainty in measurement》to evaluate the final measurement-uncertainty. But, there are three essential problems should be solved first: establishing a measurement model, calculating all error sensitivity coefficients and correlation-coefficient. In this paper, in order to analyze all random errors of virtual instrument (VI) measurement chain, main structure of VI measurement system was discussed in the first; To establish the model of VI small sample measurement, a Radial Basis Function (RBF) neural network was used, then, based on this model, all error sensitivity coefficients were calculated by some difference equations; To calculate all correlation-coefficient of these error sources, an special arithmetic based on Grey System theory was used. In the end, according to a general measurement example, uncertainty-evaluation results of this new method and Monte Carlo method were consistent, and this new method was proved.
