response to the decision letter 与coverletter 有区别吗

我的OL修改后再投稿时，投稿程序里第一步是response to the decision letter， 第五步还有coverletter要提交，请问这两封信是同一个吗，我应该如何做答？ |

cover letter： 29 Feb. 2008 Dear Editor, I would like to submit the revised manuscript “XXXXXXXX” to publish in “XXXXX journal ”. We thank you and the referees for your positive judgments and resultful work on our manuscript. The original manuscript has been thoroughly revised according to the referees’ comments. 封面信应该参考一下是不是这样： Explain why you are sending a file. 解释为什么要寄这份稿件 。 Don't send a essay without a cover letter.不要寄送文章，没有封面信。 It is appropriate to mention the name of someone who suggested that you write.这是适当提一提名字，有人曾建议，你写的。 Convince the reader to look at your esssy. 说服编辑看你的文章。 The cover letter will be seen first.封面上的信中可以第一眼看到。 Therefore, it must be very well written and targeted to that publishing house.因此，它必须写得很好，并有针对性的向出版社。 Be as specific as possible, using examples.应尽可能具体，用实例。 Indicate what you will do to follow-up . 说明什么，你会做后续工作 。 • In a letter of application — applying for an advertised opening — applicants often say something like "I look forward to hearing from you." 在一封信中的应用 -申请一个标榜开放-申请人常常这样说： "我期待着听到你的" 。 I will contact you in the next two weeks to see if you require any additional information regarding my qualifications."
