1 “for consideration for publication”是否隐含“for consideration for possible publication ”的意思呢，或者“for consideration for peer review”
2 若不确定稿件的录用结果，我囊中也羞涩，是否可以问请www.internationalscienceediting.com修改后一定就录用，不录用就不修改了。这么问编辑妥不？是否让人觉得不舒服？
3 我这么回复可以么？

i wonder whether my submission has been reviewed by peer. If it is sure that the paper will be published after revisions, i will ask International Science Editing to revise it for my and surely i will accept their pricing, because of my poor economic conditions as a China's PH.Doctor candidate.

编辑说你的文章有新意，但在给评委之前要好好修改英语方面的问题。并且建议你找个英语好的同事或你所在地的专业的英语服务机构修改。
你如果愿意的话，他们可以推荐国际上的专业论文修改公司为你服务。
所以，还没有到评委手里。你要问修改后能不能就一定发表，感觉不合适。先找个人改文法吧。可以回信说正在修改。
PH.Doctor 的写法不多。多写成Ph.D
