如题，由于格式问题太多，被退稿了，意见如下. 跪求有经验的大牛点一下子，多谢多谢了。

recently submitted to the IEEE Transactions on Robotics (T-RO). I
regret to inform you that your paper is not appropriate for publication
in T-RO.

Your paper is not in the correct format for submission to the
Transactions, and therefore I have withdrawn it from our review
process.  You can find detailed instructions for preparation of your
manuscript on our web pages:

   http://www.ieee-ras.org/publications/t-ro/submission-procedures

Figures and tables are missing, and there are numerous formatting
errors that are not consistent with TRO's template.  This indicates to
the editors and potential reviewers that you have not given your paper
the care and attention that it deserves, which naturally begs the
question of whether the reviewers should give it due attention.

It is often the case that when authors submit their papers in an
incorrect format it indicates a lack of familiarity with our
Transactions and the kind of work that we publish. I would urge you to
re-evaluate whether the technical content of your paper reaches the
threshold for papers that are published in the Transactions. In this
regard I would encourage you to look over recent issues of the
Transactions.
