special issue是在系统投稿，还是投给guest editor 已有2人参与

想在一个special issue上投稿。发现有这样一段话，大家能否帮我看看，究竟在哪里投稿？ Submission to this journal proceeds totally online and you will be guided stepwise through the creation and uploading of your files. The system automatically converts source files to a single PDF file of the article, which is used in the peer-review process. In the case of Special Issues, manuscripts should be submitted to the Guest Editor(s).
