有木有投过Composites Science and Technology期刊的，请问我这个情况该怎么整

We regret to inform you that your manuscript does not meet the Journal's required standard. Please make changes/corrections as detailed in the comments below.
Comments:
1) Length of the manuscript should not exceed 22 double line-spaced pages including figures and tables.
2) Please note that duplicate figures are not allowed in the manuscript.
楼主你好，我目前也遇到了技术审查的问题，麻烦问下你怎么解决的
意见1. There should not be more than two figures per page and no more than two tables per page. Figures should not be embedded in the text but should be uploaded separately. 这条意见说每页不能超过两幅图片，并且图片不能嵌入文章中，应该单独上传。但读者指南上说manuscript包括图片和表格不能超过22页，我就把图片放到正文的最后，然后每两个图放一页（有的图是组合的，有可能是两个或三个图组成了一个图），这样做难道不符合要求？
意见2. Submissions must be accompanied by a letter stating (1) the significance of the paper for the research community and (2) what it contains that is most important, new or original. 这条意见应该就是说的Cover Letter吧，我投稿时已经上传了啊？不懂。。。
