随着2011年《京津冀人才一体化发展宣言》的先后签署,推进京津冀区域人才均衡发展作为人才一体化的基础目标,已经成为了现阶段人才一体化建设的首要内容。以区域人才均衡为参照物,目前的京津冀人才资源状况在人才使用与人才开发方面,都在一定程度上体现出不均衡的特点。需要京津冀政府给予引导与支持。京津冀政府京津冀政府推动区域人才均衡发展的主要途径是以其为主要参与者人才合作机制。从2004年至今,京津冀人才合作机制已经取得了一定的成就。但也存在着一些进一步发展所面临的困境,包括:(1)在机制运行模式方面,机制运行效率有待提高;(2)在机制涉及领域方面,机制涉及领域有待扩展。困境的背后,政府、用人单位、人才服务机构,乃至人才本身都有着不足之处。作为人才合作机制的最为主要的参与者,政府在意识与体制两个方面,存在着一定的职能缺位现象,具体细分,包括四个方面:(1)在行政意识方面,忽视非政府主体;(2)在经济利益方面,人才地方保护主义的考虑;(3)在横向体制方面,跨部门协调有待加强;(4)在纵向体制方面,跨地域的体制束缚。这四个方面的内容有些可以通过转变观念来较容易进行改进,有些需要改动现有横向和纵向体制,难度颇大。具体来说,京津冀政府可以从六个方面予以改进:(1)建立其他主体参与人才合作机制的机制化途径;(2)建立合理的人才利益分享与补偿机制;(3)建立常态化的京津冀党政领导会晤机制;(4)建立更为独立的区域人才行政组织;(5)建立三地人大常委会之间的法规协调与联合立法机制;(6)积极促成中央政府进行京津冀人才一体化顶层规划。

As the foundamental objectives of talents intergration, promoting the balanced development of talents in Beijing-Tianjing-Hebei regions is becoming the key priority in the talent intergration development at this stage. Setting the the balanced ditrbution of talents of one region as the referance substance, currently, the human resources situation in Beijing-Tianjing-Hebei regions is exhibiting characteristics of the imbalance to some extent on the use of talents and the talents development, which asks the guide and support from the government of Beijing-Tianjing-Hebei.

The main route of promoting the talents balanced development of one region for the Beijng-Tianjing-Hebei government is as the primary participant in the talent cooperation mechanism.

Since 2004, the talents cooperation mechanism has obtained certain achievement. However, it also faces some difficulties for furthet development, which includes as follows: (1) In respect to the running mode of the machanism, the efficiency of it is to be improved; (2) In terms of the fields involved about the machanism, it is to be extended on the fields. Behaind the dilemma, all including government, employer, talent service agencies and even the talents him/herself have weakness. As the primary participant of the talents cooperation machanism, government is absent of certain functions in two aspects of awareness and system which can be specific subdivided into four aspects as follows: (1) In terms of administrative awareness, government as the main body is ignored; (2) In respect to economic benefit, the consideration of regional protectionism of talents is common; (3) As for lateral system, coordination of cross-department is to be improved; (4) In respect of vertical system, there is constrain in the cross region. Some in the four aspects mentioned above can be easily improve by changing concept, whereas some need changing form the current lateral and vertival system, which is of great difficulties. To be specific, the Beijing-Tianjing-Hebei government can do some improvement from the following 6 aspects: (1) Construct  routes for the other bodies as the primary participants in the talents cooperation machanism; (2) Estabilish reasonable machanism of talents benefit sharing and compensation; (3) Set up regular contact machanism with the party and government leaders in Beijing-Tianjing-Hebei region; (4) Establish rather independent regional administrative organization for talents; (5) Laws and regulations coordination and machanism of joint legislation among the the Standing Committee of the National People' s Congress in the three regions; (6) Active facilitate the central government top plan of talents in Beijing-Tianjing-Hebei regions.
