[求助] 哪位大虫帮看看这封杂志发过来的Email是什么意思啊已有1人参与

今天收到一封来自Journal of Transportation Engineering<asceteeng@gmail.com>(但却由 em.jrnteeng.0.367fed.aecda055@editorialmanager.com 代发，疑问）的email，其内容如下。哪位大虫能帮翻译翻译，是什么意思啊？这到底是要我投稿呢，还是仅仅告知一下有这个期刊以及他是如何运作的啊？顺便在问问，这期刊水平如何？收费怎样？我看了一下小木虫的SCI期刊点评，里面有本Journal of Transportation Engineering-ASCE，这跟下面邮件里讲的是同一本么？真心谢谢各位大虫啊！！

Dear Author,

ASCE is pleased to announce that the Journal of Transportation Engineering will now offer a single-article publishing model called Just Released. Once accepted, papers will receive a production check within a few days and once any outstanding queries are resolved, the paper will be sent for copyediting, tagging, and typesetting. You will receive page proofs within 4-5 weeks of acceptance. If page proofs are returned within the 48 hour requested period, your paper will publish online within 8 weeks of acceptance. No additional corrections will be accepted once a Just Released article has been published online.

Papers accepted after October 14, 2013, will not be posted in manuscript form as Preview Manuscripts.

Other changes you may notice:
• Typical page numbers have been replaced by Content IDs, or CIDs, allowing us to dynamically arrange Tables of Contents. More information on CIDs and references can be found here.
• Issues will continue to be generated online and in print. Issues will be made up of the oldest papers in the Just Released area.
• Just Released papers are fully citable, searchable, and indexed, just like final papers.
• No changes will be made to the papers between publishing online and issue assignment.
• We will NOT publish your paper until you respond to page proofs.
• Delays in responding to production queries and page proof queries will cause delays in publishing your paper.
• Papers will continue to be copyedited.
• Companion papers (Parts 1 and 2) will not publish until both papers are ready to publish online. This may delay the 8 week expected turnaround.
• Most papers currently in the Preview Manuscript area of the website will appear in the Just Released area after you have reviewed page proofs.
• If you have already received an email telling you that your paper has been scheduled, you will not see your paper in the Just Released area. It will appear in the issue stated in the letter.
