审稿意见只有一条，什么意思

7月初投了一篇文章，然后状态一直是editor assignment pending，后来等不及发了一封催稿信，后来就没理它，然后今天早上收到了编辑的一封邮件，是这样写的 Based on the advice received, your manuscript could be accepted for publication should you be prepared to incorporate minor revisions. When preparing your revised manuscript, you are asked to carefully consider the reviewer comments which are attached, and submit a list of responses to the comments. Your list of responses should be uploaded as a file in addition to your revised manuscript. COMMENTS FOR THE AUTHOR: This manuscript is written in very poor English. The authors must significantly improve the English before this manuscript can be considered for this Journal. 我想问一下各位，这送出去外审了吗？是不是只到了副主编手里，需要是我要修改一下，然后在去外审。而且审稿意见只有英语语法问题，是不是编辑漏了什么审稿意见 |
