主编发邮件来了，这个情况是否需要重投？？？ 已有10人参与

前段时间投了个special issue，两天后给了稿件编号，又过几天发了这个邮件过来，说文章不属于special issue的范围。这种情况下，我需要重新投吗？ Dear Dr. XXX, Hope you are doing fine.
