A sector-like approach is taken for the initial environmental examination (IEE) of the Dryland Sustainable Agriculture Project, in reference to the requirements for environmental assessment of sector loans stipulated in the ADB Environmental Assessment Guidelines. In addition to an overall Summary Initial Environmental Examination (SIEE) for the Project as a whole, individual SIEEs are also prepared for six core subprojects. The purpose of this report is to present the results of the SIEE for the Gansu Qin’an Livestock Farming and Processing Project, as one of the core subprojects. 2. The report contains: (i) introduction to the background of this study; (ii) an overview of the Project; (iii) description of the environment; (iv) screening of potential environmental impacts and mitigation measures; (v) institutional requirement and environmental monitoring program; (vi) public involvement; (vii) public involvement; (viii) assurances; (ix) findings and recommendations; and (x) conclusion. The environmental management and monitoring framework is shown in Appendix 1. II. DESCRIPTION OF THE PROJECT 3. The core subproject in Qin’an covers three interrelated activities with the “agro-enterprise + production base + farmer + farmers association” model: (i) 5,000 mu of clover production; (ii) livestock production, with an annual capacity of 3,000 heads of cattle and 150,000 heads of rabbits; (iii) a plant to process the produced cattle and rabbits; (iv) 3,000 household-based biogas digesters; and (v) extension services for farmers and capacity development for the farmers’ organization. The clover production and livestock production will be household-based; 3,000 households in 45 villages, 10 townships will grow clover to raise cattle and rabbits. A boiler with a capacity of 6 tons/hour of steam will also be built in the livestock processing plant to supply heat and steam. 4. The total investment amounts to CNY47.40 million, including CNY2.25 million on clover production, CNY9.58 million on livestock production, CNY15.23 for livestock processing, CNY 6.00 million on biogas digesters, CNY7.80 million on extension services and capacity development for farmers organization, and CNY6.54 million to cover the interest during the construction period. The implementation will take 5 years, starting in 2008 and ending in 2013. III. DESCRIPTION OF THE ENVIRONMENT 5. Qin’an County is situated in south-eastern Gansu Province, stretching 63 km from east to west and 49 km from south to north, with a total area of 1,601 km2. It lies in the western part of the Loess Plateau, with gullies and platforms and an average elevation of 1,120 m ~ 2,020 m. The County has a semi-arid temperate monsoon climate, with a yearly average temperature of 10.40C, precipitation of 507 mm vs. evaporation of 1,457 mm. 6. The County suffers from severe soil erosion, with the soil erosion area totalling 1,583 km2, accounting for 99% of the total county territory and resulting in the loss of 6.40 million |
