请过来人指点一下EST 编辑部的邮件是什么意思呢？谢谢！

求教：我投了一篇viewpoint 在EST，过了几天编辑部来了邮件，乍一看好像是没希望了，但是似乎好像又可以有机会再修改。为什么说“ I regret to inform you that the manuscript cannot be accepted for publication in ES&T”（连 major revision都不算）之后，还要说“ if further revisions allow you to address these concerns in full I would be happy to consider a revised manuscript within 180 days.”，我不懂这种情况到底是什么意思，是否还有一丝希望？请有经验的人指点一下，不胜感激！原文如下： Dear ***: Thank you for considering Environmental Science & Technology for your manuscript submission. After examining the manuscript, I have serious reservations about the work that I don’t believe could be addressed through a standard major revision. After careful consideration, I regret to inform you that the manuscript cannot be accepted for publication in ES&T. The text should not focus on summarizing China's policy, but rather giving your opinion on what science should be used to study the relevant problem and mitigate its risks. Your opinion should also be clear in the first paragraph so the reader can understand what you are advocating. However, if further revisions allow you to address these concerns in full I would be happy to consider a revised manuscript within 180 days.
