求助reject还是resubmit

收到了编辑如下的回复，这是我的第一次投稿，也没有什么经验，求各位师兄师姐们帮帮忙吧，谢谢了，万分感激！ (1)这样子是让重新投稿的意思么？ (2)如果是，但是系统状态显示reject，所以也没有重投的选项(投稿系统是scholarone)，那么如何重投呢，是按新提交论文那样投稿，然后发邮件给编辑么？ 再次感谢！ ----------------------------------------------------------------- I write you in regards to manuscript # XXXXX entitled "XXXXX" which you submitted to XXXXX.
