This means that all submitted manuscripts are prescreened according to IEEE publication guidelines to determine if each submission is 1) comprehensible, 2) it meets the scope of the periodical, 3) it meets a minimum criterion for technical substance established for this journal and 4) its bibliography and description of the context of the work is not seriously deficient. Only the manuscripts that meet the above criteria are assigned to an Associate Editor and peer reviewed. The others are sent to the Editor in Chief who decides if it is appropriate to send the paper back to the authors or proceed in any case with an Associate Editor assignment. The Senior Area Editor assigned to your submission is: Prof. XX You will be notified of the next step as soon as the prescreening is over, which should take no more than 10 days from the date of this letter. Successful manuscripts will be assigned to an Associate Editor. In some rare cases, upon the request of the Associate Editor, a second prescreening might be needed, which will be conducted by seeking additional input from the editorial board. 5ÔÂ29ÈÕ EIC Immediate Reject I am writing to you in regards to manuscript # SPLXX entitled "XX", which you submitted to the IEEE Signal Processing Letters. The submitted manuscript was reviewed by our editorial board to determine whether it meets the standards of this journal in terms of scope, presentation and technical depth. Please note that only the submissions which pass the preliminary review are scheduled for a full peer review. Regretfully, the preliminary review concluded that the paper is not suitable for publication in the IEEE Signal Processing Letters due to its limited novelty. That means that the paper appears to be a limited extension or a combination of existing work. Note that while this is the primary reason for the recommendation, the prescreening may have found other deficiencies. Some specific comments from the editorial board members are below. The letter "SPL-XX" studies a problem in the mature field of XX. Very recently, subsets of the authors have published extensively on this problem (referencesXX). The main novelty compared to these papers is XX. The paper is poorly written (e.g. in the abstract: "The results indicate that the proposed method cuts down the affection of XX" . The contribution seems to be limited. The numerical simulation illustrations in Fig. 3 need to be improved (the area of interest is the upper top left only) and the RMSE results in Fig. 4 should be clarified, too. After polishing and improving the letter, it could potentially go into peer review. |
