To:  All Teachers and Research Assistant Professors of the Faculty

Applications for Admission to MPhil/PhD programmes - 1st Clearing Round 2013/14

           The application deadline for the 1st Clearing Round RPg Admission Exercise is April 30, 2013.  I write to remind Departments to view/download all RPg applications from the On-line Application Viewing System.  Please access the system through HKU Portal [select Student Information System > Other Admission Services > RPG On-line Application Viewing System > Master List.]

Documents Required

2.       Faculties are required to submit recommendations for admission/rejection of applicants to the Board of Graduate Studies by June 17, 2013.  In order to meet this deadline and to allow sufficient time for the Faculty Higher Degrees Committee (FHDC) to consider all applications within such tight timeframe, prospective supervisors are kindly requested to return the following documents to the Faculty Office by Friday, May 21, 2013 at the latest:
  
(a) the applications;
(b) the "Recommendation on Application for Admission" form (document 159/107amended, downloadable from http://www.hku.hk/local/gradsch/sample_docs/); and
(c) the "Information of Principal Supervisor/Co-supervisor for Research Postgraduate Application" form (document M.140/912 amended, downloadable from http://www.med.hku.hk/files/Supervisor_Form.doc);

3.       A potential supervisor may recommend NO MORE THAN ONE candidate (including both MPhil and PhD) for admission.  The FHDC will NOT consider those recommendations over and above the limit.

PhD Research Proposal and Plagiarism Check

4.       If there is no research proposal (which should give a clear description of the background, objectives and methodology/approach of the proposed project) attached to a PhD application, please remind the applicant to submit one using the standard form, downloadable from http://www.hku.hk/gradsch/web/fo ... form/272-504-GS.doc, as quickly as possible and in any case by May 21, 2013.  A PhD application without a proper research proposal will be considered as incomplete by the FHDC.

5.       In view of the very tight schedule imposed by the Graduate School and the fact that the Graduate School does not allow Faculties to defer applications, the FHDC will NOT consider incomplete or late submissions which reach the Faculty Office after the deadline of May 21, 2013.

6.       As set out in the circular of July 22, 2010 from Professor Frederick Leung, [http://web.hku.hk/facmed/files/4275_001.pdf], plagiarism check has to be conducted on the research proposal of the recommended PhD applicants using Turnitin.

7.       For instructions on Turnitin, please refer to http://lib.hku.hk/turnitin/TurnitinInstructorManual.pdf.  In brief, you are required to take the following steps: (i) apply for an instructor account [P.5]; (ii) login www.turnitin.com as an instructor [P.6]; (iii) create a 'standard class' [P.12] and an ‘assignment’ [P.14]; (iv) submit a 'paper' (i.e. research proposal) by cut and paste from the RPG On-line Application Viewing System to Turnitin [P.18-19]; (v) view and interpret the Originality Report [P.22-24].  Please contact the HKU Library (turnitin@hku.hk) if you need technical advice.

Please submit the FULL Originality Report showing the Similarity Index of the PhD research proposal together with the recommendation.

RPg Supervision

9.      The FHDC has approved the General Guidelines on Supervision of Research Postgraduate Students (document M.101/1111 amended) to assist the allocation of RPg students to supervisors.  The guidelines which cover the maximum number of RPg students for professoriate staff and RAPs, as well as the allocation of RPg students to new supervisors can be found at http://www.med.hku.hk/files/supervision_guidelines.pdf.

10.     The Graduate School has also adopted a new policy that in addition to the appointment of a primary supervisor, either (i) a co-supervisor shall be appointed; or (ii) a mentor shall be assigned, on the understanding that is is for the benefit of the candidate rather than for assisting the primary supervisor; or (iii) an Advisory/Supervisory Panel or Committee shall be established, for each candidate registering on September 1, 2012 and thereafter.  Please refer to MPhil11/PhD11 of the Procedures for the Degree of MPhil/PhD (http://www.gradsch.hku.hk/gradsc ... /12/gshdbk1213.pdf) for details.

Calculation of Honours Classification

11.  The Board of Graduate Studies has approved a revised GPA to honours classification conversion scale for RPg applicants. Please refer to http://www.med.hku.hk/files/Hon_Classification.pdf for details.   The 'Internal Guidelines on General Admission Requirements to MPhil/PhD Programmes', which is accessible at the RPg On-line Applications Viewing System via HKU Portal, has also been updated accordingly.

Screening and Interview of Applicants

12. Departmental Research Postgraduate Committees (DRPCs) are advised to screen the applications carefully and refer good quality candidates to the relevant supervisors with reasonable track record in RPg supervision.  DRPCs should also screen out sub-standard applications.  

13. In view of the increase in plagiarism cases among MPhil/PhD students, potential supervisors are reminded that as a good practice, they should interview applicants (face-to-face or by telephone) as far as possible.  This could help ensure both the academic quality and English language ability of our students, particularly for non-English speaking/non-local applicants.  

Central Pool RPg Allocation

14. Supervisors who have been allocated Central Pool Type B place(s) through the bidding exercise for 2013/14 are reminded to follow the above procedures and to submit recommendations to the Faculty Office via the DRPCs concerned by the same deadline.  Any RPg places remain unfilled by November 11, 2013 will be clawed back by the University.

RPg Student Exchange Scheme

15.     The details of the RPg student exchange scheme are posted at: http://www.med.hku.hk/v1/educati ... of-philosophy-phd/.  Supervisors who would like to recommend applicants for research exchange are invited to submit the recommendation form (document M.151/1106-A, downloadable from the above-mentioned website), together with the required documents listed in paragraph 4, to the Faculty Office by the deadline of May 21, 2013.
