发一个英文版的环评，自己工作的不涉及版权，老外修改过。当然环评也是网上公开公示。这里附件是可编辑的WORD。希望大家喜欢。 正文第一页内容 I. INTRODUCTION 1. The PRC’s rapid economic growth over the past 15 years has increased incomes and reduced poverty. However, rural income growth has lagged behind urban income growth, leaving widening income differentials between rural and urban areas and between eastern, central, and western regions of the country. In its Eleventh Five-Year Plan, the Government places a high priority on reducing rural-urban income differences through its New Socialist Countryside Policy. The policy prioritizes investment in (i) improving rural growth, (ii) increasing farm productivity to raise rural incomes, and (iii) carrying out environmentally sustainable production . 2. XXXXXX Municipality lies in XXXXXX Province (Map 1). The Municipality has a rural population of 2.2 million (72% of the municipality’s total population). This population depends on agriculture for a living. XXXXXX is located in the transition zone from PRC’s northern plains to the loess plateau region, and its sloped areas are complexly fragmented, with most production taking place on small plots on slopes, terraces, and riverside areas. These conditions contribute to the municipality’s low rural incomes and 7% of the rural population lives on less than CNY7 per capita per day. The options for high productivity arable production are limited, but the municipality’s agro-climatic conditions are suited to fruit orchards and fast-growing tree species. In order to raise rural productivity and incomes in XXXXXX, cropping patterns need to change so farms are linked to reliable markets . 3. In addition to the inherent low fertility of loess soils, other environmental problems are caused by (i) the declining organic matter content of soils because of inappropriate cultivation practices that have left soils susceptible to rain and wind erosion, (ii) overuse of fertilizers and pesticides, and (iii) alkaline wastelands. In XXXXXX Municipality, shortages of water (13% of the PRC average) arise from low average annual rainfall (400 mm–650 mm) concentrated in July–September and high evaporation rates. To stabilize the soil and to increase farm output in the Municipality, environmentally sustainable strategies are needed to improve incomes by developing orchards and tree crops on eroded, flat, and sloping land. 4. A further constraint on farm income growth in both provinces is limited access by farmers to environmentally safe technologies that would increase productivity and produce outputs that meet the standards and demands of markets. Farmers have limited access to technical advice or support services and some of the varieties demanded by processors and end markets are not available. Farm production and agro-enterprises must (i) meet the grades and standards required by the domestic urban markets, especially those of the growing number of supermarket chains; and (ii) meet the phytosanitary requirements of international export markets. Farmers and agro-enterprises need information on standards for food safety requirements and safe agricultural chemical use, and regulations on agro-chemical use. To address the limited capacity of public extension services to provide market information and to transfer technology that is relevant to the rapidly changing market, provincial and local governments are investigating alternative ways of providing services, including using agro-enterprises to provide information directly to farmers and developing farmers’ associations to organize farmers. |
