If you are in your second year of Master study, I suggest you to consider CSC scholarship which gives you much better chance to get financial support. The application deadline for CSC at QUT is around November each year.
If you have an outstanding GPA (based on your B.S transcript), you can apply for QUT  IPRS scholarhsip which normally opens in August with the application deadline at  30th/September each year.
You can also apply for Out of Round scholarship which has very limited number of scholarship available.
I have one PhD scholarship in my project  in the area of quantum dots sensitized solar cells. If you have solid background in chemistry, physics or materials, you are welcome to join my group.

hi there.
Satisfactory IELTS test report  is a must in order to meet the entry requirement.
Since you have completed your M.S study, it means you are probably not eligible for CSC scholarship any more.
As I showed before, if you have outstanding GPA based on your B.S study, you might have chance to get IPRS scholarship which is very competitive.
Since I haven't seen your CV and I don't know your GPA, I cann't answer your question.
