下面是Journal of Alloys and Compounds投稿指南的说明。 Authors (or research teams) whose work has been rejected in the journal within the previous 12 month period, will not be considered for publication in the 12 months following the previous unsuccessful submission. This policy excludes (1) submissions returned for minor corrections, (2) manuscripts invited for resubmission by the editor or (3) submissions previously returned due to journal capacity. 我们组11年12月有人投稿，审稿完成后被拒。 12年5月，我投稿后，编辑未送审就拒，理由没有其它说明，只是因为12个月的限制。拒稿信附最后。 现在13年2月，我能再次投稿吗？ 是属于上面的例外中的（3）吗？英语不好，没看明白，真是害怕。 希望哪位指点一二。 12年5月投稿被拒的信。 Your manuscript has been declined for publication at this time. This decision is not intended to reflect on the merits of the work itself as your paper has not been substantively reviewed. Rather, the journal is experiencing such a high volume of submissions at this time, that we have adopted a temporary policy of allowing only one submission per author team per 12 month period. As you have already had a submission to the journal in the previous 12 months, we need to prioritize other submissions at this time, therefore we regret we are returning your submission to you. |

...that we have adopted a temporary policy of allowing only one submission per author team per 12 month period. 编辑的信中说得很清楚了，一个课题组一年内只能投一次稿，楼主所在的课题组可能在11年12月5号之后投的稿件，不到12个月，所以楼主的稿件被拒。按照楼主说的时间，貌似13年2月可以投稿，属于第三种情况。 |
