主编的一句话没看懂“...should I be incorrect in my conclusion” 请教一下大家

其几天刚投向《Signal Processing》投了篇文章，等了10天左右被主编拒稿了，原因是我文章中的topic不适合该期刊。 我的论文是关于信号导向矢量失配时的信号检测问题，应该非常适合该期刊。我的最大失误应该是没引用《Signal Processing》上面的参考文献。 我向主编反驳（没提及未引用《Signal Processing》上的参考文献这个问题） 主编给回了封信，关键一句话没看懂，请教一下大家是什么意思，见下面红色字体： Dear Author, Thank you for your email and query about the editorial decision on your paper. The scope of SIGNAL PROCESSING has narrowed compared to 3-4 years ago and acceptance of papers is much more selective. If all previous work in a subfield of signal processing has appeared in other journals, we are not necessarily going to consider the paper for this journal. In this case, other journals may be more suitable for the dissemination of the results. I do not want to discourage a resubmission of your work should I be incorrect in my conclusion, this is the reason for the formulation below.
