[求助] Taylor & Francis 的 Reject & Resubmit，请大家看看怎么办

去年十月份将第一篇文章投了Taylor & Francis下的一本杂志。前天收到消息Reject & Resubmit。目前情绪很差，郁闷中。

Your manuscript entitled "XXX" which you submitted to XX, has been reviewed. The reviewer comments are included at the bottom of this letter.

I regret to inform you that the reviewers have raised serious concerns, and therefore your paper cannot be accepted for publication in XX. However since the reviewers do find some merit in the paper, I would be willing to reconsider if you wish to undertake major revisions and re-submit, addressing the referees' concerns.

Please note that resubmitting your manuscript does not guarantee eventual acceptance, and that your resubmission will be subject to re-review before a decision is rendered.

You will be unable to make your revisions on the originally submitted version of your manuscript. Instead, revise your manuscript using a word processing program and save it on your computer.

Because we are trying to facilitate timely publication of manuscripts submitted to XX, your revised manuscript should be uploaded as soon as possible. If it is not possible for you to submit your revision within a reasonable amount of time, we will consider your paper as a new submission.

I look forward to a resubmission.

1. 说的是我语言中有很多语法问题和比较怪异的表达，希望找一位英语母语的人帮忙修改。
2.在引言部分和本文相关的有些方面内容没有介绍到，应该补充进去，并说明本文与前人工作的不同。
3.实验部分增加一些对实验结果的分析，并补充一个小实验。
4.认真阅读一篇最新的综述文章并引用。

只给了这一个审稿人的意见。我在想是不是因为欧美国家圣诞放假找不到审稿人，所以就只有一个人审稿，还是因为找了几个审稿人，但目前就这一位审稿人给编辑回复了，而他回复的意见不是很正面，所以编辑索性就让我修改后重投。
请大家帮我看看应该怎么处理，这种情况重投有戏吗？
有人知道Taylor & Francis 下有大修这个选项吗，我这个算是大修吗？
还有就是重投的话cover letter应该怎么写，是不是需要逐条回答审稿人的问题啊？
