I think that both sides need more communication,maybe the host of the building are not content with the compensation supplied by the related agency,since it's not easy for them to bulid such a new house,and before they can enjoy their life in it,it is confronted with a destiny to be ruined.The host may cann't accept this fact for the moment,but the situation also makes them lead a unnomal life,so if there is a reseanable scheme,maybe they will accept it and this embrassing situation can be avioded.
