first, thank you for your suggestions.
second,I like the atmosphere of the new department, but the truth is I don't belong to it. the company I should work is still registered, so this leader of this department don't ask me to do so much job.
third,   i want to ask the director-general to decide my location temporary which can make me feel a sense of belonging.

You'd better find out what is the reason underbeneath of your transfer. If such transfer is out of your expectation and not discussed with you before hand.
No matter it is a good reason or bad reason, you can improve base on that.
Case 1, your leader does not feel good but cannot fire you, so the best way to get rid of you is to x'fer you to another department out of his sight
Case 2, your ability is highly recommended by leader of other department so he asked for you to be released and x'fer to his department
But in both cases, your leader will interview you in advance and tell you about the change to ease you.

When you are designed as another position from present department , you should introspect .
(1)do you perform bettrer or worse  than before ?
(2) was new position designed or applied for ?
(3)can you produce better result in new department?
Perhaps some change can cultivate talent!
