Yes, I think so, not all the foreiners speak good English, most of them can not help you about your oral English no matter grammer or accent, but actually the life is different, maybe you can hear a lot of strange and insteresting things from them.

To make friends is delightful. But why do you want to make friends with foreigners? Humans are same, no matter where they come from...
I used to work for an international company and I was the only one employee from China, which means all my colleagues were foreigners from different countries. My experience tells me each person is individual. Someone is hospitable, someone enjoys talking big, someone is boozy... of course you may see someone is hypocritical - same as you meet with Chinese.
However, I am willing to point the way to you. You may try Skype to get to know some foreigners as Facebook might be blocked in mainland China.

thank you for your good advice.I think the main reason  I want to make friends with foreigners is that I am so curious about new things. my brother has told me a lot about his experience of studying abroad. so I became so desired to know more about foreign countries or foreign people.....
