论文open access的问题

大家好，我投了一篇文章，收录了，结果版权协议书交过去后，但是文章的版面费还没交就收到一封这样的邮件， Articles in Drying Technology are eligible for Open Access. Electing this option allows the article to be made freely available online under a Creative Commons License. The Open Access service requires registration with Rightslink, and payment of a fee. Selection of Open Access is strictly at the author's discretion, and is not required for publication. 意思是说要交一些钱然后其他人可以免费引用，我这文章是Taylor & Francis 出版社，我需要交吗，但是三千二百美元，不交需要回复吗？ 谢谢大侠指导了！ |
