If you focus on construcition material properties, following oversea journals may be great.

ACI Material Journal
ASCE Journal of Materials in Civil Engineering
Construciton and Building Materials

However, none of them are easy to be achieved....

Materials & Design, it is a good journal and geenrally arnout 1 month you can get the comments from the editor.
