[交流] 之前发了个会议，现在又收到这个，想弄明白

收到会议组织方的邮件，看了一下，有点不清楚，想请教一下坛子里面的虫子们，这个特刊（special issue）是个什么东东？增刊吗？学校已经不认增刊啦，是增刊的话就没啥意思啦
另外，这个杂志怎么样啊？值不值得再花点时间，小虫也是急等论文毕业啊，正在忙着其他的论文呢，时间紧迫啊
麻烦各位虫友给点意见吧！！

Dear Professors,
The proceedings (Vols 1 and 2) of the1st International Workshop on High-speed and Intercity Railways have been sent to you by registered air mail.
I will organize a special issue (infrastructure in railway engineering) in the SCI-index international journal "Advances in Structural Engineering" (http://www.multi-science.co.uk/advstruc.htm) and a special issue (mechanical, electrical and electronic technologies in railway engineering) in the SCI-index international journal "Interaction and Multiscale Mechanics" (http://technopress.kaist.ac.kr/?journal=imm&subpage=1) for the substantially expanded and revised version of the selected papers in the proceedings.
You are invited to submit your expanded and revised paper (about 10 pages in the journal paper) to the special issue in "Advances in Structural Engineering". Pls refer to the paper preparation instructions (including format requirement) as given in the journal website. The paper title can be changed if necessary.
The final acceptance for publication in the journal depends on the peer review results. The writing-up of manuscripts must be up to the standard for publication in international journals. You are strongly recommended that your manuscript be polished by a person who is fluent in English or whose native language is English. Your paper may be declined without peer review if the manuscript is unreadable, not well organized, or not substantially expanded and revised.

大家的理解不太一样。建议你还是向主办方问明白，有一些人利用这个词打马虎眼。按我的理解SPECIL ISSUE和增刊应该是不一样的。前者应该是从正刊拿出一期专门刊登同一主题的论文，后者则不属于正刊序列。
