We compared the final result with that when without the Delphi process and without group decision. Without the Delphi process, we compute the final group Cloud weights using the Cloud matrices and CIs in Table 3. The group expectation weight vector without Delphi is [0.2182, 0.5030, 0.0511, 0.1478, 0.0328, 0.0471] (normalized) and the individual weight vectors without Delphi are shown in Table 3. The comparisons of the results are shown in Table 6. We can see that, the errors of both the individual and group decision without Delphi process are larger than that with Delphi process. So, even only one-iteration Delphi process can reduce errors and improve DMer’s judgments. In practice, better results may be obtained with more iterations. To keep complexity manageable, in this paper we just use the one-iteration Delphi process. It is also found that, all the individuals’ errors are larger than the error of group decision. Therefore, group decision can reduce mistakes. In fact, because of the knowledge limitation of individuals and the increasing complexity of the socioeconomic environment, it is less and less possible for a single DMer to consider all relevant aspects of a decision making problem in real life situation.
