收到这封信,还投这个杂志合适不?

我看了,我的文章符合杂志的新范围,怎么会这样?用不用再投? Unfortunately, at this point we have been unable to secure substantial reviews on which to base an editorial decision, and thus, a final decision term of reject is being issued for this submission.
