International Conference on Machine Learning and Cybernetics 2012 （ICMLC'12） and InternationalConference on Wavelet Analysis and Pattern Recognition 2012（ICWAPR'12） Xian, China ICMLC and ICWAPR are technically sponsored by the IEEE Systems, Man and Cybernetics Society. ICMLC has been held in 10 different cities in the past 10 years. ICMLC 2012 is in its eleventh year and ICWAPR in its tenth (formerly known as ICWAA).This year they will be jointly held in Xian, the famous thousand years old city of China.This is our great pleasure to have your participation and submission to both conferences. The International Journal on Wavelet, Multiresolution and Information Processing, the International Journal of Uncertainty, Fuzziness and Knowledge-based Systems and the International Journal of World Wide Web, have agreed to launch special issues for ICMLC/ICWAPR 2012. High quality ICMLC and ICWAPR papers will be recommended for publication in these special issues, subject to further review decision.However, these three special issues will not be limited to papers accepted by ICMLC/ICWAPR 2012. The General Chairs Xizhao Wang, Yuanyan Tang and Daniel Yeung will serve as guest editors for these special issues. The conference offers several technical programs to conference participants. A Ph.D. Colloquia provides qualified Ph.D. students a half hour face-to-face discussion with experts so that they can receive helpful feedbacks for improving their research works. Prof.Witold Pedrycz, Editor-in-Chief of both IEEE transactions on S.M.C. (part A)and Information Science will present a three-hour free-of-charge tutorial to all conference participants on how to prepare their manuscripts. The conference is honored to have three keynote speakers: Professor A Min Tjoa,(Vienna University of Technology, Austria), Professor Chih-MinLin, (Yuan Ze University, Taiwan) and Professor Sam Kwong (City University of Hong Kong, Hong Kong). Prof. Loi Lei Lai, Director of Decision Support Technology Research Center, State Grid Energy Research Institute of China, and Professor Daniel Yeung, Chair Professor of Computer Science and Engineering, South China University of Technology and Senior Pats President of the IEEE Systems, Man and Cybernetics Society, will co-chair a panel discussion on Smart Grid. This panel provides a forum for researchers from Chinaand overseas to discus future direction of smart grid development. The submission system is online now.
