Is Wagner plot a conventionally accepted method in XPS study?

I'm confused by the BE shift of Cu 2p peak for the increased Cu doping on gamma Al2O3. I found that some researchers used Wagner plot to explain this phenomena, but I kind of disagree with this idea. I am studying these kind of metal-doped Al2O3 materials using DFT methods, but I am not familiar with XPS analysis. Is Wagner plot a conventionally accepted method in XPS study?
