对于TPEL来说，第二次审稿时默认分配给第一次的ADM，因此状态始终显示Not Assigned，这个不用管它，只需要注意下面的状态就行了，一般从Awaiting Reviewer Scores, Awaiting AE Recommendation, Awaiting EIC

For revisions, such as this, administrators do not need to be assigned since Manuscript Central automatically reassigns the paper to the same editor who handled the first submission.
