Is learning Japanese a good idea?

I want to study abroad cause in my field both the scientific attitude and the instruments are not very good. But as a student come out from a small place, the cost of GRE and TOEFL test is too high. I found that maybe I can just learn the Japanese and get the N2 standard identification. Japan has the quality institude as there in USA or Europe, maybe it is a good choice too. But my English is not very good and I am very busy during the day in school.Maybe the only chance for me to learn Japanese is this winter vocation. But I still don't know if it is a good idea.
