Summaries of the AE and referees’ comments and suggestions:

Reviewers raised some concerns on the significance and novelty of the results presented and the techniques employed to tackle the problems in the paper. The contribution from the paper is modest, and the results in the paper are in generally simple extension based on some existing results. It is lack of a convincing example to demonstrate the effectiveness and advantages of the theoretic results developed. The references are not adequate and update. Also, the paper is not well written and organised technically and linguistically. Therefore, the paper is not acceptable for publication in Int. J. of Innovative Computing Information and Control (IJICIC).

The suggestions below should be helpful to your work:

1)    The contribution from the paper is very limited, so significant improvement of the quality is necessary.
2)    There are several unclear points in the development of the main results. The conditions imposed on the model/system looks strong, and remarks should be provided to show they are feasible and reasonable in practice.
3)    Some details of the numerical examples are not fully specified. For instance, the selection of some parameters, and comparison of the results with expositing techniques.
4)    The motivation of the practical use of the theoretic results obtained is weak.
5)    English is poor. There are a number of grammar and compositional mistakes, which causes difficult to read and follow the development in the paper in some stages.  Also, some typos in the paper should be corrected as well.

The authors are encouraged to shorten the paper in a brief presentation of new technical concepts and developments, only making main points succinctly and clearly, then the paper might be resubmitted for possible publication in the journal of ICIC Express Letters, Part B: Applications, which is indexed by Ei Compendex, INSPEC and Scopus, and it is a supplementary journal of IJICIC. The resubmission will be re-reviewed or checked by the same associate editor before a publication decision could be made.

Please note that English language has to be significantly improved. Even if the technical contents of a paper are acceptable, if the language is not acceptable, then the paper will not be published.

In addition, to clearly justify your work fits the journal’s scope, the authors are strongly suggested to update the References in the revision, in particular, include some recently published papers on the topic in IJICIC, www.ijicic.org or its sister journals ICIC Express Letters www.ijicic.org/icicel.htm, or ICIC Express Letters, Part B: Applications,  www.ijicic.org/icicelb.htm, which will greatly help promote your work in wider communities, and make your work more informative and recognisable. Therefore, it is important that you pay particular attention to this point.
