Food research international 需要版面费吗？

大家好，想请问一下有经验的高手往Food research international 上投稿需要版面费吗？它主页上有这样一段话我看不太懂：This journal offers you the option of making your article freely available to all via the ScienceDirect platform. To prevent any conflict of interest, you can only make this choice after receiving notification that your article has been accepted for publication. The fee of $3,000 excludes taxes and other potential author fees such as color charges. In some cases, institutions and funding bodies have entered into agreement with Elsevier to meet these fees on behalf of their authors. 这是什么意思啊，是不是论文接收后要出3000美元啊？谢谢了！ |
