Dear DrXX: Many thanks for submitting your manuscript to XXX. We receive a very large number of submissions to the journal and must make an initial decision prior to the review process. Unfortunately after reading your manuscript, I have decided that while your manuscript has merit, the English is quite poor and the results are not discussed in sufficient detail to initiate the review process.
