请问这是还未送出外审还是Energy不给出under review的状态?

文章投了energy，2011.9.28时候状态从technical check 变为with editor，直到现在还是with editor。请问这是还未送出外审还是energy不给出under review的状态，审完后再通知意见？ 谢谢！ |
