Factor analysis and information availability analyses were used to develop
information lifecycle scale that separate all distinct phases of information access and
availability with a special focus how such phase can impact access to it from all users. Information access policy was used to ask the question of how that policy influenced the operations it was created to improve. Business process reengineering (BPR), as a change control methodology, was analyzed for its effectiveness for administrative operations. Business process mapping was used to highlights the differences of how access to the information was being valued by both administrative and academic operations of charter school system. Where significant difference were uncovered, further analyses were used to establish how administrative and academic operations differed in perception of IT, access to data/information, use of information, or benefits of centralized information access.
