Your opinions on Parade,do you think it should be legal in china ?

Parade,do you think it should be legal in china ? or prohibited everywhere? I know that Parade is some people want to express their opinion on something ，but what about the feeling of those who want to harass society ，if their purpose to control most people to gain some benefit and the parade just is one measure，should they be arrested ？what if most innocent people was raped or put into a situation like that?
