Given your expertise in this area, I would appreciate your opinion regarding the suitability for publication of the above manuscript and its importance in the field. Synthetic Metals rejects significantly more than one half of all manuscripts submitted, enabling the journal to focus on papers with substantial impact on the field. Please indicate on the review form if, in your opinion, the manuscript is in the top 1/4 or top 1/2 of manuscripts in the field and specify any appropriate shortening of that manuscript.  The manuscripts should be in the top half in the field to be eligible for detailed consideration for publication. Reviewers should recommend rejection of the manuscript if, in their evaluation, it lacks significant new results and insights.
