[交流] 审稿人说大修，但是论文被拒，给编辑再发邮件申诉有用吗 7.19 更新

我上个月投了International Journal of Applied Electromagnetics and Mechanics，昨天审稿意见回来，审稿人的意见是需要修改，而编辑最终给的结论是拒稿，想问下大家，如果我给编辑发邮件，按审稿人的意见修改，回答他们的问题，是否还有机会录用？谢谢大家，博士三年了，还没SCI...
编辑: On behalf of the International Journal of Applied Electromagnetics and Mechanics, I regret to inform you that the paper entitled above has not been accepted for publication on our journal.
Attached please find the results of review for your submitted papaer. After very careful consideration with referees' opinions, I arrived at a decision of rejucting your manuscript in the present conditon.
Nevertheless I conclude at this time, I encourage you to submit papers concerning in this work with further improverment.
但是审稿人给的意见是：
审稿人1： In summary, the paper needs a major revision with respect to improved presentation
and more precise explanation of the meaning at a number of places. If these issues are
satisfactory addressed in the revision, I would support the acceptance of the paper.

审稿人2：Nevertheless the paper could deserve publication if it will
demonstrate definite development and technology improvement.

本来已经修改完打算投别的杂志了，但是今天主编回邮件：

Thank you very much for your email.
We will receive the revised paper as a new submission under a new tracking number.
Please send us the following files by E-mail to <ijaem@wert.ifs.tohoku.ac.jp>

-Submission Form (attached, please fill in)
-Word file (preferable) or PDF file of a revised manuscript
-Word/PDF file as a cover letter explaining how you've addressed to the comments from the reviewers.

大家给个意见，是重投这个杂志还是改投呢？
