请问这种情况，是否应该改投？

去年投的一篇文章，现在才收到编辑回信，请问大家觉得该如何处理呢？这篇文章拖得时间太长了。郁闷！ Dear ×××, I hope this email finds you well. Please refer to the message below from the Editor-in-Chief regarding your submission to the Journal of Signal Processing Systems. Dear ××××, The editor(s), whom I have contacted for possible coordination of the review of the paper, have declined to handle the paper. The general consensus is that the manuscript is too theoretical to this Journal. (The Journal of Signal Processing Systems places a major emphasis on novel hardware, architecture, and design/implementation aspects of signal processing systems.) After reading the paper myself, I have to concur with their preliminary assessment that the manuscript fails to represent a good match with the theme of this Journal. Therefore, we would recommend that you consider resubmitting the paper to other journals which have recently published articles on similar topics. For example, EURASIP Journal on Advances in Signal Processing, or IEEE Transactions on Signal Processing, and others.
