【Pure water】New Curb on House Buying, a Reversal of Hukou Reform

Beijing's newly-issued restrictions on home buying have dealt a heavy blow to many non-locals here. Individuals without hukou, or residential permits, will be barred from buying even a first property in the capital unless they can provide tax and social security certificates proving they have lived in the city for more than five years. Liu Jianbo from Hebei Province has been working in Beijing for more than two years. "I was planning to buy an apartment at the beginning of the year. But the government suddenly issued the new policy before I pay the down payment. I feel very depressed." Beijing's home buying restrictions are considered the toughest among chiense cities. Zhang Yi, a population expert from the Chinese Academy of Social Sciences, says the move is unfair to non-locals. "The reform of the hukou system aims to demolish its function of distributing social resources. Now, the curb on house buying is local protectionism that discriminate against non-locals. We have other methods to cool down real estate speculation, for example levying a property tax." Wang Zhenyu, a law professor with China University of Political Science and Law, says the move indicates a huge reversal in reforms of the hukou system. "I hope the State Council will inspect and abolish the policy as soon as possible." He says the new home-purchase policies will only inflate the value of hukou and will breed fraud. The expert is quoted by the Global Times newspaper as saying there is a possibility for more no-locals to enter bogus marriages with local people to evade policy restrictions. The 50-year old hukou system, known as household registration system, once served as a measure of limiting migration and keeping farmers tied to the land. Citizens with rural hukou are not entitled to the same social benefits as their urban counterparts, even if they live and work in cities. Some critics have said the hukou system does not favor the country's urbanization development, and reforming the system is necessary as more migrants are seeking a better wage and life in cities. Last year, the central government called for local governments to reform their household registration systems in order to ensure migrant workers gradually receive equal rights on education, healthcare and housing. Zhang Yi, the population expert, says the main problem facing China's hukou reform is that if hukou restriction is relaxed, big cities will be overburdened as more migrants are seeking job opportunities there. "The progress of China's hukou reform is that some small and medium sized cities have relaxed hukou restrictions. But migrant workers are still flooding in to big cities because there are more job opportunities there. So, to solve the problem, the government must invest more in developing small and medium sized cities, especially in the area of healthcare and education." For CRI, I am Zhang Ru. |
