【Pure water】China Aims to Bring AIDS Spread under Control by 2020

AIDS claimed almost 8,000 lives in China last year, making it the top killer among all infectious diseases. The State Council has called on local governments across the country to protect the legal rights of HIV carriers and AIDS patients. According to a circular issued by the State Council, local governments in areas where HIV infections are prevalent should make the prevention and treatment of the disease a priority. HIV/AIDS became a major problem for China in the 1990s when hundreds of thousands of impoverished farmers became infected through botched blood-selling schemes. But according to Guy Taylor from UNAIDS, nowadays the virus is mostly transmitted sexually in China. "That's a shift from the past where injected drug use was the main mode of transmission. Injecting drugs still accounts for about a quarter of the volume of infections, but sexual infections now accounts for almost three quarters." The Chinese government promises that it will step up information campaigns and make condoms widely available in public areas. More work will also be put into identifying those infected with the virus. But Guy Taylor reckons stigma and discrimination makes it difficult to identify people who are HIV-positive. "The major challenge in China at the moment is to increase the number of people who are covered by prevention and treatment services…… One of the major barriers is stigma and discrimination around HIV, this makes people scared to come out to be tested, and scared to be open about their condition." Director of AIDS Research Center at Tsinghua University, Zhang Linqi agrees. He says as long as patients can be identified and treated, drugs can work effectively. "At the current stage we have about over 20 different anti-HIV drugs available to treat HIV-infected patients. Various combinations are available which are very effective in controlling viral replication in those patients. So if one was identified as HIV positive, one can have a free treatment." The Chinese government says it will take further measures to ensure that by 2015 the rapid rise in cases in key areas and among key groups will be basically controlled, and by 2020 the virus will be bought under good control.
