[交流] 请教投稿问题

前天投一个篇英文，并问审稿要多长时间，这个杂志，没有投稿网站，是直接发到编辑邮箱的。
今天编辑回信：“Thanks for your submission. I notice that
articles, similar to this one, appeared in
2010, in IEEE-IHMSys&Cyb and in a conference
proceedings in 2008. It does not appear that
you have cited these in the bibliography of
your latest work. It is this sort of oversight
on the part of authors that delays the review
processes so you will understand why I cannot
make a reliable estimate concerning a review
turn around in your case and answer your question.
I admit that your article is of interest but
recently my editorial duties have been complicated
by emergence of numerous attempts at republication.
Can you point out to me, briefly, how your new
article differs and or extends what has appeared
before?

这个主要是什么意思，这样会不会影响审稿？
他所指出的两篇文献一个是我自己投的会议论文，一个是有点差别但做的不成熟的类似机构。我还要坚持投这个杂志，还是改投一个好呢？
