Although police have stepped up efforts to crack down on the forging of certificates, low costs, huge demand, and high rates of return, have led many criminals to take up the practice. Every group has at least 100 clients. Most buyers are foreign trade companies. " After sealing a deal in a chatting room, they use onling banking to finish the payments. Criminals will then print fake quarantine certificates, seal them and then mail to buyers. A certificate forger said, "I sole 30 certificates last year. But for big companies, they will sell hundreds of them in one month. " A fake quarantine certificate only costs criminals 10 yuan to make, but can be sold for a 100 times that amount. Xu said, "They will be sentenced to a maximum of 3 years if they are caught. But they can make a good profit. So many engage in this activity. " Cases of fake quarantine certificates have increased dramatically since last year. Poorly made goods, that have not passed regulations or quality standards have also been exported to other countries with these forged certificates, creating further disputes. |
