Issue8 It is often necessary, even desirable, for political leaders to withhold information from the public. 提纲: 1. 领导人的私人信息不能被公开 2.对国家而言,一些危害到社会稳定和国家安全的信息不能公开 3.但是并非说领导人可以随心所欲地隐瞒 Political leader represents a nation, thus whether he/she owns the right to withhold information became a hot issue. In my part of view, we should understand this as a fundamental principle for a political leader, not only for the leader himself/herself, but also for the whole nation, for ourselves. As refer to the leader himself/herself, there is no need to open all his/her personal information to the public. First of all, this kind of information would be misused by the opponents. Any flaw will be exaggerated so as to beat the leader. Secondly, the position of a political leader does not mean he/she can not hold his/her private life as well as common people. The uppermost goal of a political leader is to make right policies at the right time and the right place thus maintain the society’s stable development. And considering that no one is perfect in the world, the leader holds the right to withhold some of his/her personal information from the public, as long as some peccadillos not affect the whole. The most obvious example is Churchill, with so many flaws in his personal life, such as some kind of intemperance. But still he is considered among history's greatest military commanders. When it refers to the nation, things become more complicated. It is definitely necessary and even desirable to withhold some kind of information because totally open all the information would result in serious problems. It is not hard to image such situations: when the government decides to take actions against terrorism, the revealment of details about the action would cause direct fail and the nation would get into a worse condition in terrorism; and the some is true about the government’s attitudes in economic negotiating or other similar parleys. It is the government, the whole nation, not only a political leader needs the right to keep some kind of information. Totally opening of all the information would make the society into a insecure or unstable situation. Such information include those which might cause pandemic panic or those with which the opponent organizations or nations would take advantage of. However, that is not to say that it is always appropriate to conceal information on a leader’s own will. Immoderate concealment also means deceit. People may not forget that just not a few years ago, Chinese government conceal the true situation of the infectious disease “SARS” thus cause serious aftermath to the whole country and even the world—many people died but they did not have to if only the government told the truth in time then people may have enough time to avoid such undeserved tragedy. Abusement of the right to conceal any information would cause corruption or other kinds of scandals that not only exert an adverse influence on the leader’s political life but also on the society and people’s well-being. A good and effective political leader does not mean an absolutely transparent leader. Moderately withhold some information from the public can protect the leader himself/herself, as well as the whole nation. |
