Issue 10 Governments must ensure that their major cities receive the financial support they need in order to thrive, because it is primarily in cities that a nations’s culture traditions are preserved and generated.
政府必须保证主要城市用于发展的财政支持，因为国家的文化传统发源于并保留在这些主要城市。

提纲：1. 很难判断哪些文化该资助哪些不该资助
2. 文化并非发源于主要城市

（我个人认为，可能还应该加上文化不应该成为政府是否对某个城市进行资助的原因，政府资助考虑的方面应该多且杂，不应该将文化传统作为最重要的原因，但是不知道写在这个题目下跑题不跑，所以暂时没写，希望我能抛砖引玉，各位谈谈自己的看法，谢啦！）

Culture needs funding to survive and strive. Major cities nowadays, are more prosperous and rich thus they are capable to attract more culture forms. However, It is totally unfair if government just choose major cites to take the financial support they need to thrive, maybe this is to make them to be more prosperous and rich thus to make those culture forms prosperous and preserved. In my opinion, this is just a narrow and myopia assertion and would cause serious outcomes.

To understand this just need to cast a look back at the evolution history of culture, that is to say, to notice some more important factors that affect culture rather than just regional situations. Take various local dramas of China for example, there are scores of dramas—almost every province has its own endemic drama—which are precious treasure of the culture. So here comes the problem if the government chooses only some major cities to preserve these dramas: how can they decide which one should gain the financial support and which one should diminish for lacking of funding? Obviously, it is hard to establish such criterion and make decisions. This arbitrarily action would serious polarization of a nation. Even there do exist such “fair” judging system, some seemingly insignificant forms of culture—according to this “fair judging system” —would die. Whether rightly or wrongly, we do not want to see this kind of situation and it will cause serious loss to the whole human being’s culture.

And what’s more, culture traditions are not generated only in major cities. Still think about such local dramas, most of them need dialects to act, and these dramas are always full of specific local rituals and ceremonies; they pass down from generations to generations in recording stories of local history. These characteristics make them only have vitality in the place where they are born thousands of years ago. And the same is true of other culture traditions, such as folk art and crafts, customs and ceremonies, and even the characteristic architectures etc. So the assertion of culture traditions are only generated in major cities is a blunder, because they neglect the fact that culture traditions of a nation are so widely distributed not only in major cities, but also in small cities and towns, and rural countries. And each kind of culture drama has its own background to subsist. Without such proper environment, just like a fish without water, these culture traditions can hardly exist long.

Without a diversified culture conditions, a nation would lose its unique glamour. And people would live a inanimate lives there, which would be a tragedy and hard to imagine. So governments should do their best to make sure to preserve its inanimate culture traditions, not just support some major cities.
